March and June assessment of energy saving and emission reduction work
At 10:00 a.m. on March 11, 2008, a press conference was held during the first session of the 11th National People's Congress. Xie Zhenhua, deputy director of the National Development and Reform Commission, and Zhang Lijun, deputy director of the State Environmental Protection Administration, addressed reporters' questions regarding environmental resources and energy-saving emission reduction efforts.
[Economic Daily reporter] I would like to ask Deputy Director Xie Zhenhua about the implementation of the accountability system for energy conservation and emission reduction in this year’s plans. What is the current evaluation of energy saving and emission reduction? And if the targets are not met, will the one-vote veto system really be applied?
[Xie Zhenhua] Recently, many media outlets have asked about the content of the energy conservation and emission reduction accountability system and whether it can truly be enforced. Indeed, this issue has drawn widespread public attention. In November last year, the State Council issued detailed plans and measures for implementing energy-saving and emission-reduction assessments. These measures require statistics, monitoring, and annual evaluations of energy-saving and emission-reduction performance by provincial governments and 1,000 key energy-consuming enterprises. The results of these evaluations will serve as an important basis for holding officials accountable.
All relevant departments have already begun working on this task. According to the guidelines, verification teams have been organized to inspect the energy-saving and emission-reduction efforts of provincial governments. The National Bureau of Statistics and the State Environmental Protection Administration have also verified the final data on energy-saving and emission-reduction achievements at the provincial level. In March of this year, provincial governments announced the results of energy-saving and emission-reduction performance for the 1,000 key enterprises.
From May to June this year, the State Council will release the energy-saving and emission-reduction results for all provincial governments. After the results are published, the issue of accountability will come into play. Provinces and key enterprises that fail to meet their targets will be required to explain themselves and make necessary corrections within a set timeframe. They will not be eligible for any honors this year, and new high-energy-consuming projects in those regions or companies will be suspended. Additionally, the final results will be submitted to the organizational department and the State-owned Assets Supervision and Administration Commission as part of the performance evaluation for provincial governments and key enterprises. This is the core of the accountability system, with separate assessments for governments and enterprises in March and June.
Moreover, some provincial governments have also introduced their own accountability mechanisms, and their efforts have been significant. For example, Hebei Province has set a requirement that 30 counties and 30 key energy-consuming enterprises must complete their energy-saving and emission-reduction tasks within three years. If they fail, the responsible officials will be immediately removed from their positions. Other provinces are also taking similar actions to ensure compliance with national energy-saving and emission-reduction goals.
