When the haze is obscuring the view, the date of implementation of the National IV emissions of heavy-duty diesel engines is also made clear. A series of recent actions by state departments have shown that the national IV emissions of heavy-duty diesel engines will be implemented on July 1 this year and will not be postponed again. Just before the end of last year, whether or not China National Heavy Machinery Co., Ltd.'s discharge could be implemented according to the previous timetable, that is, on July 1 this year, it would still be "seeing the flowers in the fog." However, as Beijing and other places have “tenfolded” and urban roads have become “more and more blurred”, the implementation date of the National IV has become increasingly clear.

Starting in February, some laws and regulations frequently issued by the State Council have indicated that the implementation of the National IV emissions has been in full swing and has to be made.

Wind-induced changes in policy introduced intensively

With regard to the speculations on the extension of the Fourth National Security Council, it has become a cloud in front of hazy weather. The appearance of PM2.5 explosions and haze weather around the country before the Spring Festival of the Snake not only perverted the public, but also caused the commercial vehicle industry that was not in the sight of the general public to come in. The oil quality issues that affect the most critical emission upgrades have also been taken seriously. During the hazy days, in order to manage polluted air from a long-term perspective, the State Council issued a series of articles. Although it did not directly refer to the National IV, each document and policy has a great relationship with the heavy truck country.

In early February, the executive meeting of the State Council fixed the timetable for the implementation of the National IV Diesel and National Wuxi Diesel Standards. The conference pointed out that with the rapid growth of car ownership, the impact of automobile exhaust emissions on air pollution is increasing.

In order to speed up the upgrading of oil quality, the meeting decided to release the fourth phase of the vehicle diesel standard (Sulfur) by the AQSIQ and the National Standards Commission as soon as possible after releasing the fourth phase of vehicle gasoline standards (sulphur content not more than 50ppm). The content is not more than 50ppm), the transition period is until the end of 2014, and the fifth phase of the vehicle diesel standard (sulphur content is not more than 10ppm) is released before the end of June 2013, and the fifth phase of the vehicle gasoline standard (sulphur content is not more than 10ppm) is released before the end of 2013 ) The transition period is until the end of 2017.

The State Council has come forward to exert pressure on “two barrels of oil” (PetroChina and Sinopec), and the oil products that may receive much attention will be solved quickly. Once the oil obstruction is resolved, there will be no practical basis for the postponement of the State Fourth.

Critical obstacle

It stands to reason that the state has previously stipulated that the fourth national emission of heavy machinery should be implemented on July 1 this year. Why is there so much doubt? Why did you generally doubt the possibility of being implemented on time? The reason lies in the current status of China's diesel oil products.

The 350 ppm national triple diesel, which was to be deployed in 2011, is unlikely to be deployed nationwide by the end of 2013. According to the judgment of the Ministry of Environmental Protection, heavy-duty vehicles using the high-pressure common rail SCR IV technology, using 350ppm of the national standard diesel, will not suffer from problems such as damage to the electronic control system and poisoning in the post-processing system. However, if you use 1000-2000ppm of diesel, there will be no problem, I am afraid that no one can guarantee it? Unfortunately, this so-called "light diesel" is everywhere in the country and it is hard to think about it.

Perhaps because of the oil situation of diesel oil, the “key person”, the Ministry of Industry and Information Technology, which has implemented the fourth national emission schedule, has not stated its position.

As we all know, the Ministry of Industry and Information Technology is the functional agency responsible for the announcement of new vehicles, and it is also an authoritative department that imposes higher emission standards on new cars nationwide (the Ministry of Environmental Protection's new car environmental protection list is only deterrent in some cities), generally before the emission standards are upgraded. In half a year, the Ministry of Industry and Information Technology will stop the publication of the emission standard vehicles at the current stage and prepare for the implementation of higher standards of emission regulations. However, on January 1, 2013, the Ministry of Industry and Information Technology did not prohibit the announcement of the new vehicle in the country. This detail has caused many people to imagine that whether the Ministry of Industry intends to postpone the implementation of the National IV?

It is precisely because of the current status of oil products that the timely implementation of the National IV emissions has been greatly questioned. It can even be said that if it is not this sudden haze, the implementation of the four emissions from heavy-duty diesel engines on time will be impossible.

Diesel emissions are further clarified

Recently, the State Council has also published on the Internet the "Opinions of the General Office of the State Council on Strengthening Energy-saving and Emission Reduction of the Internal-combustion Engine Industry." Several points in the "Opinions" are worthy of attention, such as "speeding up the promotion and application of high-pressure fuel injection systems on vehicle diesel engines." Strengthen the development of key manufacturing technologies and processes for electronic control systems, high-dynamic response actuators and ultra-high-voltage motion components, and carry out technological transformation of advanced manufacturing processes and processing equipment.

By 2015, all newly-produced automotive diesel engines will use high-pressure fuel injection systems, and the fuel consumption rate will be reduced by 5%-8% compared to 2010. "We will focus on upgrading selective catalytic converters, particulate traps, and exhaust gas recirculation systems. Catalytic and oxidative catalytic converters, on-line diagnostic systems, and key gas sensor technologies.” This is a signal from the State Council that clearly supports the electronically controlled high-pressure injection technology and SCR system, but also the time for advanced environmental-friendly diesel engines. The node is limited.

There is, "Strengthen the promotion of energy-saving emission reduction policies and regulations and internal combustion engine products related to energy-saving emission reduction standards, and effectively strengthen the access management, strengthen supervision and inspection, carry out backward product elimination system, fuel consumption limit standards and other implementation Inspections to ensure that all management measures, regulations and standards are strictly implemented,"

“Diesel Engines for Medium and Heavy Commercial Vehicles. Accelerate the application of high-efficiency turbocharging, waste heat utilization, and power turbine technology. Strengthen research and development and application of internal combustion engine mechanical efficiency improvement technologies, focus on the development and application of low-friction technologies, and promote intelligent, modular components. The application of industrialization realizes the rational allocation of components and the optimized matching of powertrains. "In light commercial vehicle diesel engines, the focus is on the promotion and application of advanced fuel injection systems such as high pressure common rails and electronically controlled monomer pumps..."

Based on this speculation, the author believes that the policy opinion is almost to postpone the death of the heavy truck country. It can be seen from this that, in the general environment where all kinds of pollution such as air are widely noticed in the country, the National IV has been postponed again, which has already been denied by the general trend. Now that the "Wolf" of the Fourth National Government is really coming, are we all ready?
