In response to the heavy pollution caused by continuous fog in Jinan City and the protection of people’s health and safety, the Jinan Municipal Government held an emergency meeting yesterday morning to study and determine eight emergency measures for improving ambient air quality under extremely adverse weather conditions:

First, the environmental protection department pays close attention to changes in air quality monitoring data and releases it to the public in a timely manner.

2. Official and social vehicles (except buses, taxis, and other livelihood-guaranteed vehicles) are to be operated in odd and even numbers. (According to the last Arabic number of the motor vehicle number plate, the last number is the letter, whichever is the last Arabic number), the single number (1, 3, 5, 7, 9) will be on the sunrise line, double number (2 , 4, 6, 8, 0) double sunrise.

3. Outdoor operations of construction sites such as construction, municipal administration, and demolition and relocation will be immediately suspended to reduce dust pollution.

4. Some key industrial and mining enterprises immediately adopted temporary production restrictions to reduce emissions.

5. The urban management department will increase the frequency of road cleaning and watering and reduce traffic dust pollution.

Sixth, the health department has targeted the promotion of health protection knowledge and implemented related emergency treatment measures.

7. The public transport administration department will increase the capacity of bus transportation and increase the frequency of departures to ensure the travel needs of citizens.

8. Keep track of changes in weather conditions and implement artificial rainfall measures as soon as conditions are met.

The vehicle single and double number restriction measures were implemented on January 16, 2013, and other measures were implemented immediately from the time of release. Please be considerate and cooperate with the relevant units and the general public. The emergency measures will be cancelled in time with the release of early warning of severely contaminated weather. The specific time is subject to the government announcement.

Jinan Traffic Police: No. 2 and No. 2 lines in the Second Ring Road only record and do not punish the Jinan Public Security Traffic Police Detachment for the temporary motor vehicle single and double number limit measures. From tomorrow onwards, the single and double number limit line area is within Jinan Second Ring Road, and the time is 7:00 to 19:00 daily. The public security traffic management department shall, based on the violation of the single and double number regulations, give priority to advice and education and record it without penalties.

Jinan traffic police on the single and double number limit line specific instructions:

1. The single and double number limit of motor vehicles is a temporary measure taken to effectively deal with heavy pollution. The time of release depends on the weather conditions in the city. The restricted area is within the Second Ring Road of our city. The time is from 7 to 19 hours daily.

Second, this measure requires the joint mobilization of the whole society, mutual observance, breathing, and sharing in order to effectively reduce the current harmful weather to the body.

Third, as a series of measures taken by the city will bring certain difficulties to the work and life of the people in the city, it will require every citizen to give up his own contribution to the society through his own efforts, abandoning his own living habits.

Fourth, due to the impact of bad weather, road visibility is low, and the driver of the vehicle does not pay attention to the possibility of a traffic accident such as scratching, causing unnecessary congestion. I hope everyone will drive carefully and be courteous to each other. In the event of a minor traffic accident, in accordance with the relevant provisions on the speedy handling of road traffic accidents, each party shall see each other's documents and quickly withdraw from the scene to resume traffic. At the same time, the number of critically ill patients increased during bad weather. Vehicles and pedestrians should pay attention to avoiding ambulance vehicles in a timely manner.
